Washington Governor Jay Inslee talks privately with Barbara Welsh, whose husband Bill was missing outside the Arlington Police Department on Sunday, March 23, 2014 the day after a giant landslide occurred near Oso, Wash. Bill Welsh, 66, was an electrician working with friend Stephen Neal, 55, to install a water tank when the mudslide hit.
